This is a great opportunity to join our team and shape our community.Program Manager, Facility ServicesOverviewReporting to the Manager, Facility Services, the Program Manager will be responsible for Quality Assessment/Quality Control (QA/QC) of the City's Facility maintenance programs and related design and construction, including service agreements, vendor contracts administration and lease agreements. As part of a departmental team, the Program Manager delivers projects and implements plans to ensure the enhancement and extended life of the facility. The Program Manager is also responsible to hire, orient, train, develop work plans and job performance expectations, evaluate and coach/mentor staff and initiate disciplinary action as required.Examples of key responsibilities include, but are not limited to:Reports on approved budgets (capital or operating), cost tracking and the forecasted total costs along with maintaining and updating financial documentation. Conducts analysis of annual expenditures to determine anticipated future maintenance funding levels and making recommendations accordingly. Manages projects and implement plans to ensure the enhancement and extended life of the facility. Ensures that all operations and maintenance activities are completed to a high standard and in a cost-effective manner. Identifies efficiencies to maintain an accurate record of all building operations, maintenance and repair work. Works with Project Development to assist with design, technical reviews and to receive completed capital works and integrate into facility assets programs. Establish a formal procedure/process for project handover. Develops, approves and manages contracts for on-call contractors, and consultants for all City building maintenance. Reports monthly on expenditures, prepare tender documents for renewal and new services. Designs, develops and documents maintenance planning and scheduling policies, procedures and standards according to City maintenance strategies and asset management standards. Streamlining the maintenance planning process and ensuring the maintenance policies and procedures are followed consistently across the maintenance areas. Leads recruitment process for hiring of staff, instructing and directing staff on day-to-day basis. Supports Manager, Facility Services for all civic building responsibilities, creating and delivering reports and presentations, as well as acting as a liaison with internal and external agencies, including provincial, federal, and municipal inspectors, various committees, community associations, Richmond Fire Rescue, RCMP, Councillors, the Mayor, and City administrators. Develop performance metrics for assigned area and conducting performance/productivity analysis. Generating control charts, regular and ad hoc reports, and dashboards to assist in the measurement of maintenance performance. Manages and oversees Lease Agreements, Security/Access Control and Work Control Center services. Implements business improvement/process standardization initiatives. Prepares RFP, EOI, Tender documents and coordinates with purchasing department for all City building maintenance service providers.
