Build a Future at the City of SurreySCOPEReporting to the Manager, Financial Reporting & Systems, the Financial Systems Manager will lead the Financial Systems team in the sustainment, support, and end-user training for Finance?s software applications, including, our Financial Management System (UNIT4 ERP) and Property Tax and Utility Billing System (Tempest). The Manager will be responsible for establishing the future direction for the Finance department?s critical software applications and driving value-added enhancements and critical business process reviews and improvements so that the City can capitalize on the full functionalities of our software applications. The Manager will also be responsible for documenting, overseeing, and improving the various integrations and interfaces between critical Finance applications and other City systems and applications. Working with other Finance managers, the Financial Systems Manager will lead and deliver enhanced data visualization and financial reporting initiatives such as executive level dashboards and customer service statistics utilizing tools such as Microsoft Power BI.EMPLOYMENT STATUSExempt - Regular Full-TimeRESPONSIBILITIES Utilize strong technical expertise to successfully execute enterprise projects of IT systems/architectures that enhance the business. Leverage strong facilitation and customer relationship management skills as you consult with city staff across departments and collaborate with City IT staff to ensure solutions are consistent, supportable and adhere to architecture best practices/standards. Deliver documentation, testing support and training through a team of professional staff while maintaining strong customer service for business units and end-users. While implementing best practices solutions, cultivate a team culture of innovation, creativity and incubation of ideas and solutions. Through strong leadership, foster a pragmatic perspective by encouraging and facilitating open dialogue around emerging technology and its application to business solutions in the City. Develop section goals and objectives and support the Financial Systems team to meet deadlines and fulfill goals and objectives in a timely manner. Understand current processes and policies, identify opportunities for business process, technology, and internal control enhancements, and undertake continuous improvement initiatives to implement value-added enhancements that provide increased efficiency and customer service.QUALIFICATIONS Bachelor?s Degree in a related discipline from a recognized post-secondary institution. Completion of the Canadian Professional Accountant designation is an asset. 7 years of related experience, including a minimum of 2 years of management experience. Strong understanding of UNIT 4 ERP and/or Tempest software applications, along with other local government-specific software applications, is an asset. Ability to build and maintain effective communications and working relationships with internal and external contacts. Effectively deal with disagreements and prevent the escalation of conflict. Meet timelines and objectives requiring persistence to overcome challenges. Work under broad direction and use significant independent judgment when more than one option is possible. Conduct investigative research, analyze complex data and processes, interpret policy and problem solve.
