Manager, Human Resources - Labour Relations and Staffing<p>Start Date: As soon as possible<p>Location: Belleville Ontario<p>Schedule: 35 hours per week<p>Salary: $103,668 to $110,306<p>Hastings and Prince Edward District School Board (HPEDSB) serves approximately 15,000 students each day at 40 in-person schools (31 elementary, two K-12; four 7-12, one secondary). Supporting student achievement is the goal of approximately 1,800 teaching and support staff who, along with the contributions of caring volunteers and community partners, share their passion for teaching and learning.<p>The district covers a wide geographic area of 7,220 square kilometers bordered by Maynooth to the north, Deseronto to the east, Prince Edward County to the south, and Quinte West. The Hastings Prince Edward region offers world-class beaches, boating, plentiful outdoor venues and activities, and award-winning wineries and craft breweries. The City of Belleville and surrounding areas offer many festivals, restaurants and community events, as well as live music and theatre. This position is located in Belleville, which is nestled along the Bay of Quinte, in the heart of the Hastings Prince Edward region.<p>Responsibilities: The Manager, Human Resources Labour Relations and Staffing, is an experienced, multi-faceted leader, comfortable developing and promoting equitable, inclusive, and evidence-based Human Resources (HR) strategy, designed to encompass all union and staffing groups of the HPEDSB Board. A balanced leader, the HRPA registered incumbent is adept at leading a team, developing strong positive working relationships, providing feedback and appraisal, nurturing best-practice HR bench-marking, and providing leadership and oversight to all recruitment, selection, retention and employee engagement Strategies. At ease with Human Resource Information Systems, the incumbent seeks to leverage technology and develop strategic, analytics-driven succession and talent management programs, and will supervise and further develop existing performance appraisal systems. Experienced in cultivating cooperative working relationships with union partners, the incumbent will lead negotiations, grievance management, job evaluation and pay equity reviews, dispute resolution, workplace investigations, and the interpretation of collective agreements and employee handbooks. The incumbent will have expert level knowledge and familiarity with the Labour Relations Act, Education Act, School Board Collective Bargaining Act, Human Rights Code, Employment Standards Act, the Ontario College of Teachers legislation and all other relevant legislation as applicable to Labour Relations and Employment Standards ensuring the Boards compliance with policy directives, legislative requirements and collective agreements, service contracts, terms and conditions and handbooks. Collaborating with internal partners, the incumbent effectively shares their HR expertise and develops/operationalizes action steps that support continuous improvement aligned with the Board Strategic Plan. The incumbent will foster HPEDSB safe spaces, endorse mental health and well-being, and actively seeks opportunities to develop a culture of Equity, Diversity and Inclusion for all staff, students, and student-families within the HPEDSB community. The incumbent will actively align their HR leadership actions with a commitment to reconciliation.<p>Qualifications: A four-year University Degree in the area of Labour Relations, Human Resource Management, or a closely related field. Masters Level education or additional professional courses such as OASBO HR Courses, an asset. Minimum CHRP designation requirement, CHRL designation preferred. More than 10 years progressive experience in a complex, highly unionized HR environment, across a variety of HR fields. School Board experience preferred.
