SUMMARY OF POSITION:
The Controller oversees payroll, accounts payable, accounts receivable, and general accounting functions. This role is responsible for evaluating financial statements and advising the Administration Officer, Executive Officer, and Chief & Council on financial performance, making recommendations to address surpluses or deficits. The Controller develops and implements financial policies and procedures, and supervises the accounting team to ensure accuracy and compliance.
*Qualifications*
* Bachelor?s degree in accounting, financial management, or a related field, or equivalent professional experience.
* Minimum of 10 years of progressively responsible experience with a First Nation, major company, or large corporation.
* Preference for candidates with a Certified General Accountant (CGA) designation.
*Key Responsibilities:*
*Accounting Management*
* Develop and maintain documented accounting policies and procedures.
* Oversee accounting department operations, ensuring effective organizational structure for departmental goals.
* Manage accounting functions for subsidiary departments, ensuring controls, policies, and transaction accuracy.
*Financial Operations*
* Ensure timely processing of accounts payable and payroll on a bi-weekly basis.
* Maintain timely accounts receivable collections.
* Complete periodic bank reconciliations and debt payments as scheduled.
* Uphold an orderly accounting filing system and control framework for transactions.
* Issue timely and complete financial statements and coordinate the annual corporate report.
*Budgeting and Financial Analysis*
* Lead the development of annual budgets and forecasts.
* Monitor budget variances and report significant findings to management.
* Provide financial analysis to support capital investments, pricing, and contract negotiations.
* Develop benchmarks and metrics to measure organizational performance.
*Compliance*
* Coordinate with external auditors for the annual audit.
* Ensure compliance with debt covenants, and local, provincial, and federal reporting requirements.
* Conduct annual financial audits with an independent auditing firm and ensure adherence to Financial Law.
*Additional Responsibilities*
* File quarterly and annual reports with Indigenous and Northern Affairs Canada or other relevant federal agencies.
