*RCEA Labour Relations*
The Research Council Employees? Association (RCEA) is a Canada-wide certified bargaining agent for members in six groups and categories at the National Research Council Canada (NRC). Our office is located in Ottawa, Ontario.
Labour Relations is the cornerstone of the services the RCEA provides.
*The Position:*
The RCEA LR person supports, advises, represents members either individually or by groups for their collective interests.
The RCEA LR person will negotiate agreements and settlements on a full range of labour relations issues and will research, analyse and interpret jurisprudence, legislation, regulations, employer policies, benefits provisions and collective agreements.
The RCEA LR person will research, analyse and negotiate six collective agreements.
The RCEA LR person will be an active member in employer joint consultation committees for labour relations and health and safety issues representing the RCEA membership.
The RCEA LR person will provide advice and guidance to the Management Committee and National Executive Committee and the Association in matters of training and development, interpretation of jurisprudence, federal legislation and regulations, employer policies, benefits provisions and collective agreements.
The RCEA LR person will be an active member of the National Joint Council, and other national working groups and committees, representing the RCEA on public service wide labour relation issues.
The RCEA LR person is a strong advocate for our members in dealing with the employer, the NRC. Daily, the RCEA is asked to advise and represent members in a variety of formal and informal labour relations processes including; grievances, complaint resolution processes, mediation, arbitration hearings and various tribunals, staffing and classification issues, occupational health and safety processes, and interpretation of the collective agreements.
*Qualifications:*
The successful candidate will have a university degree in industrial/labour relations, in law, or in a related discipline with at least three years of related experience in labour relations or an equivalent combination of education and experience. We welcome and encourage applications from candidates with extensive experience (10+ years) who bring a wealth of knowledge and strategic insight to labour relations.
*Knowledge and Experience Required:*
* Demonstrated knowledge and experience in interpreting and applying collective agreement or other contract language
* Demonstrated knowledge and experience in interpreting and applying relevant legislation
* Strong representational and advocacy skills
* Demonstrated ability and experience in representing members at grievance and adjudication/arbitration hearings and union-management consultation meetings
* Experience handling complaints and grievances, interpreting collective agreements and maintaining effective working relationships
* Ability to counsel members on their employment rights and responsibilities; to conduct interviews, meetings and information sessions; to prepare briefs, arguments, reports and correspondence; and to resolve problems
* Ability to manage a caseload with autonomy while still collaborating, sharing expertise and drawing on the expertise of colleagues
* Demonstrated understanding of the union legal framework and commitment to union principles
*Competencies sought:*
* Ability to form productive employment relationships, within the RCEA, other Federal Public Sector Unions, Associations and with the NRC
* Thorough knowledge of the Federal Public Service, Crown Corporations, Agencies and related Acts and Regulations governing employment relations within the Federal Public Service is an asset

* Strong organizational skills and demonstrated ability to manage multiple responsibilities, identifying and prioritizing urgent matters
